Relating to family and early childhood education programs ARTICLE 1 - CHILDREN
AND FAMILY SUPPORT PROGRAMSIncluding the department of children, families and
learning and child care assistance programs under a certain provision providing
for the sharing of certain welfare data; modifying certain child care programs
provisions; modifying certain definitions and eliminating or changing certain
references to the AFDC program; requiring the commissioner of children, families
and learning to supervise child care programs administered by and to provide
training and other support services to counties; modifying the required use of
unspent funds in the portability pool; modifying the at home infant child care
program, student eligibility under the basic sliding fee program and certain
provider choice provisions; requiring the registration of nonlicensed providers
and specifying certain immunizations recordkeeping requirements; providing for
employment child care assistance to full time students; eliminating a certain
parent fee reduction restriction; modifying certain child care rate provisions;
providing for liability insurance coverage for family services collaboratives;
changing the extended day program to the school age care program; appropriating
money to the department of children, families and learning for learning
readiness program revenue, for early childhood family education (ECFE) and
health and developmental screening aids, for way to grow and head start
programs, for extended day aid, for basic sliding fee child care, for MFIP child
care assistance and for child care development grants; providing for the
transfer of certain money from the federal TANF fund to the child care and
development fund for basic sliding fee child care assistance; repealing certain
obsolete provisions, a certain basic sliding fee program reserve account
requirement and the Minnesota early childhood care and education councilARTICLE
2 - COMMUNITY AND SYSTEMS CHANGEAppropriating money to the department of
children, families and learning for family collaboratives, for community
education and adults with disabilities program aids and for hearing impaired
adults programsARTICLE 3 - PREVENTION AND INTERVENTION Appropriating money to
the department of children, families and learning for violence prevention
education grants, for abused children programs, for the children's trust fund
and for after school enrichment and alcohol impaired driver grants; repealing
extended day revenue, levy and aid ARTICLE 4 - SELF SUFFICIENCY AND LIFELONG
LEARNINGRequiring proceeds from the sale or licensing of software products or
services developed by the department of children, families and learning or
custom developed to be credited to the weatherization program to support
weatherization activities; modifying the formula for adult basic education aid;
appropriating money to the department of children, families and learning for
Minnesota economic opportunity grants, for transitional housing and food bank
programs, for adult basic and graduation aids and for GED tests; repealing the
