Requiring the metropolitan council to transfer a certain amount of funds from
the livable communities demonstration account to the local housing incentives
account; requiring the council to transfer to the transit operating budget
certain amounts from the metropolitan livable communities fund accounts and
certain balances in the metropolitan livable communities fund to cover transit
deficits; authorizing the council to transfer a certain amount from the
right-of-way loan acquisition fund to cover deficits, specifying metropolitan
counties applicability
