Modifying certain provisions under the uniform municipal contracting law;
modifying the definition of contract and defining best value, sealed and single
source; authorizing the awarding of contracts based on best value, determination
to be based on the evaluation criteria in the solicitation document; classifying
information contained in vendor responses to requests for proposals and
specifying certain requirements for use of the solicitation procedure;
authorizing the awarding of a contract to more than one vendor and providing for
single source awards under certain conditions; authorizing contracts for
purchases with suppliers with schedules of prices for sales to federal agencies
in lieu of soliciting bids (mk)
