or religious expression; authorizing students to express beliefs about religion
in homework, artwork and other written and oral assignments; providing freedom
to organize religious groups and activities; requiring school districts to
establish a policy for limited forum; requiring the commissioner of education to
develop a maintain a state model policy; specifying certain policy requirements
and statutory construction provisions
