negligently or intentionally obstructing treatment of railroad workers injured
on the job or from disciplining or threatening to discipline injured railroad

affected by violations to file a complaint with the commissioner of labor and
industry for referral as a contested case to the office of administrative
hearings, authorizing the administrative judge law assess a penalty for
