Regulating certain pesticide applications; requiring railroad companies to file
annually by a certain date a schedule of the pesticide application plan with the
commissioner of agriculture, requiring right of way plan conformance, permitting
certain plan exemptions, requiring employee information on pesticides and
effects and prohibiting railroad companies from requiring employees to work in
pesticide treated areas within a certain amount of time after application,
requiring railroads to furnish employees with protective equipment; authorizing
commissioner rulemaking; requiring a commissioner cost recovery plan;
appropriating money to the commissioner of agriculture
