Authorizing city councils in first class cities to establish by ordinance civil
or human rights departments, directors or commissions or to grant additional
powers to existing civil or human rights departments, directors or commissions
to remedy claims of discriminatory housing practices; granting the departments,
directors or commissions certain enforcement authority, jurisdiction to be with
the district court; imposing a time limit for filing claims and providing for
judicial review of final decisions or orders
