Appropriating money to the board of trustees of the Minnesota state colleges and
universities (MnSCU) and authorizing the issuance of state bonds to design,
renovate, furnish, and equip Wabasha Hall and Wabasha Recreation Center on the
campus of Winona state university, and Cathedral elementary school in Winona, to
create an education village of classrooms, laboratories, offices, and meeting
and support spaces enabling the college of education to integrate with
southeastern Minnesota communities and school districts to jointly provide an
extraordinary experience for the preparation of teachers and school
professionals
