prohibiting the possession of regulated animals, defining regulated +animal and
imposing a time limit for persons possessing regulated animals to +comply with
certain federal department of agriculture regulations for the +animals,
requiring and providing for registration with local animal control +authorities,
specifying certain notice, inventory and microchip information +requirements,
requiring the implantation of microchips under certain conditions; +prohibiting
breeding of the animals; excepting persons possessing a valid federal department
of agriculture license and in compliance with certain +federal regulations and
standards from the prohibitions and authorizing +regulated animal replacement
under certain conditions; authorizing and +providing for the charging of certain
registration and inspection fees; specifying +certain ownership records
maintenance, veterinary care and warning sign +display requirements; requiring
notice to local law enforcement officials of +escape and imposing costs
liability on the animal owners, requiring maintenance +of a written recovery
plan; restricting transport of the animals; +requiring and providing for seizure
of the animal for noncompliance with the +requirements and authorizing
destruction under certain conditions; exempting certain +facilities and the
department of natural resources (DNR) from the requirements +and restrictions;
requiring annual reports to the board of animal health +by local animal control
