E Modifying certain provisions relating to harmful exotic species; eliminating
the requirements of the commissioner of natural resources (DNR) to designate
waters with limited infestations of Eurasian water milfoil, requiring
designation of infested waters by rule; modifying the definition of aquatic
macrophyte; expanding the watercraft inspection authority of the commissioner;
specifying certain consideration requirements of the commissioner in determining
the harmful exotic species comprising infested waters and prohibiting certain
bases for designating waters as infested; prohibiting the taking of wild animals
from infested waters for bait or aquatic farm purposes, exceptions; authorizing
the transport of aquatic macrophytes for wetland or lakeshore restoration and by
motor vehicle for commercial use; authorizing the placement of watercraft or
trailers with aquatic macrophytes in state waters under certain conditions;
authorizing the commissioner to issue permits to allow the harvest of bait from
infested waters, exception, specifying a permittee training requirement (ra, ja)
