aquatic farm licenses; imposing certain additional requirements on persons or
entities requesting aquatic farm license renewals; requiring submission of a
management plan for each body of water to ensure restoration of ecological
value; requiring written full disclosure of plans and permission form each
owner; requiring the commissioner of agriculture prior to issuing or renewing
the licenses to determine compliance with the plans; specifying certain
licensing restrictions for raising minnows
