E Relating to forest resources management; requiring unit forest resource plans
to provide direction for the management and protection of forest riparian areas
on lands administered by commissioner of natural resources (DNR) and to consider
the role of lands administered by the commissioner in managing the areas
consistent with the goals and desired future conditions established by the
regional forest resource committee; requiring permits to cut timber to specify
requirements for the protection of riparian areas based on the direction for
management contained in unit forest resource plans; recodifying certain
provisions requiring the commissioner to establish a program for monitoring
broad trends and conditions in forest resources and silvicultural practices and
application of the timber harvesting and forest management guidelines at
statewide, landscape and site levels, requiring forest resources council
oversight and program direction and requiring certain commissioner reports to
the council; requiring the commissioner to evaluate the effectiveness of
practices to mitigate impacts of timber harvesting and forest management
activities on forest resources and report to the council; requiring notice of
the availability of proposed changes to the timber harvesting and forest
management guidelines to be placed in the environmental quality board (EQB)
monitor; modifying certain duties and reporting requirements of regional forest
resource committees and certain requirements of the research advisory committee;
delaying the repeal of certain sustainable forest resources provisions (ra, ja)
