Establishing an insurance compliance self audit privilege as a voluntary
internal insurer evaluation process to improve compliance with insurance
regulations; designating insurance compliance self audit documents as privileged
information not discoverable or admissible as evidence in civil or criminal
legal actions or administrative proceedings, exceptions; prohibiting examination
in proceedings of self audit preparers, exception; prohibiting use of the
documents as a basis for finding violations or for fines or penalties,
exception; providing for court ordered disclosure in civil or administrative
proceedings; burden of proof of demonstrating the applicability of the privilege
to be with the insurer; preserving the statutory or common law privilege(rla)
