Establishing a grant program under the administration of the +commissioner of
public safety to assist local communities in efforts to contain and +clean up
clandestine methamphetamine laboratories and to preserve evidence for+ criminal
trials; specifying certain grant award responsibilities of the +commissioner,
requiring a priority to applicants with high incidences of +methamphetamine lab
operations in the narcotics task force area; authorizing cities to +apply for
grants, specifying certain eligibility requirements, requiring the +applying
city to be a member of a multijurisdictional narcotics task force, to+ employ a
certain number of trained peace officers and to submit a plan for use+ of the
grant funds; specifying certain requirements of methamphetamine lab +containment
teams established by the city and authorizing use of the grants for +any
methamphetamine lab containment team activities or expenditures; +specifying
certain powers of the teams and certain grant match requirements of +the city;
