adopt rules for and implement a direct no interest loan program to +assist
eligible dairy operators in the acquisition of a certain number of +additional
mature dairy cows; requiring the authority to provide application +forms and
instructions at dairy processing facilities and other places +reasonably
accessible to the public by a certain date, requiring submission of +application
forms with a written dairy business plan to the authority within the eligibility
timeline; restricting use of the loans to the acquisition+ of mature dairy cows
and specifying a maximum amount of financing per cow and +the maximum loan term;
providing for authority review and approval or denial of +loan applications,
requiring issuance of a letter of commitment to the +applicant upon approval;
