Relating to energy; expanding the authority of the public utilities commission
to develop financial incentives to encourage residential and small business
customers to participate in on site electric generation to community based
generation projects in remote locations cooperatively allocating energy
generated to project owners; requiring the PUC under the renewable and high
efficiency energy rate options to offer declining block pricing as an incentive
for consumers to purchase large amounts of electricity generated from renewable
energy sources; requiring public utilities to consider using community based
generation projects to address certain transmission inadequacies; requiring
reliability administrators to conduct interconnection studies at the request of
community based generation project owners
