solicitors with the commissioner of commerce; preempting and superseding
local government regulations; specifying certain registration application
requirements and procedures, requiring a fee to be determined by the
commissioner and specifying registration duration, certain registration
exemptions and certain department web site registrations availability
requirements; specifying grounds for denial, suspension or revocation of
registrations, specifying certain notice and hearing requirements, authorizing
appeal; prohibiting registration transfers and certain activities; providing for
exclusion of peddlers or solicitors from property upon display of a certain sign
or placard; imposing penalties for noncompliance; specifying certain
recodification instructions to the revisor of statutes
