special districts to file with state auditor documents relating to the
government of the district, including articles of incorporation, bylaws or
agreements and any amendment to the documents, specifying certain audit
requirements, requiring presentation to the districts governing board; modifying
certain annual audit requirements of a watershed district; repealing the cost of
examination and payment definition of political subdivision
