E Modifying the provision requiring the commissioner of finance to credit
certain tobacco settlement payments to the tobacco settlement fund, requiring
transfer of a certain percentage to the medical education and healthy kids learn
endowment funds and extending the expiration date of the fund; modifying certain
medical education endowment fund expenditure requirements, providing for funding
of the university of Minnesota academic health center and extending the
expiration date of the fund; creating the healthy kids learn endowment fund and
appropriating money in the fund to the commissioner to improve the health and
learning environment of children through population based public health
strategies, providing for grants to community health boards to support the
development and maintenance of a statewide immunization information service and
for competitive grants to public private partnerships to focus on state priority
school health issues identified by the commissioner in consultation with a
steering committee, match requirement; specifying certain healthy kids learn
outcomes measurement criteria; requiring annual commissioner reports to the
legislature on statewide and local projects funded through the fund; requiring
investment of the fund by the state board of investment, sunset (mk, ja)
