Relating to education; repealing the profile of learning and certain +related
rules and committing the legislature and the commissioner of +children, families
and learning (CFL) to establishing statewide high academic standards +in the
curricular areas of language arts, science and social studies and +history;
eliminating certain graduation rules requirements and certain +publication
requirements of the commissioner and certain school district +integration
requirements relating to content standards; requiring school boards +to annually
adopt district graduation requirements in addition to state basic +skills
requirements, authorizing inclusion of content standards completion; +requiring
district advisory committees to recommend graduation requirements to +school
boards; replacing student performance goals with district graduation
requirements in the annual reporting requirement of school boards and
eliminating certain student performance assessment requirements and +uniform
testing after grade eight; requiring the commissioner to establish a +panel to
examine and recommend statewide academic standards and graduation +requirements
for public school students, requiring the standards to conform to +federal
education requirements; requiring the commissioner to recommend +statewide
graduation requirements in addition to basic skills requirements in +reading,
writing and mathematics and the panel to recommend statewide academic+ standards
and higher graduation requirements in the areas of language arts, +mathematics,
science and social studies and history, specifying certain panel +membership
representation requirements and requiring panel recommendations to +the
commissioner and the legislature by a certain date; authorizing the commissioner
to amend rules to conform to federal education +requirements and to modify
statewide academic standards in the subject areas of reading, mathematics and
