E Modifying certain bonding authority allocation provisions; providing for the
ineligibility of certain new bonds and other obligations for state allocations
or entitlement authority for public facility projects; modifying the scoring
system for manufacturing projects, providing for the inclusion of the average
hourly wage paid to employees by the proposed project in the total score;
modifying single family housing programs eligibility for allocations from the
housing pool relating to the adjusted income of home buyers and house price
limits and modifying the prohibition for certain cities not using a certain
minimum percentage of the allotment by the first allocation application deadline
to apply for single family mortgage bond or mortgage credit certificate program
allocations; requiring the commissioner of finance to reserve certain amounts in
the small issue pool for manufacturing projects and to reserve for a certain
number of days certain canceled allocations for new applications (ra, ja)
