Establishing financial parameters for public employment contracts +under the
public employment labor relations act (PELRA); defining structural +balance
calculation, terms and conditions of employment and uniform costing methodology;
prohibiting public employers from meeting and +negotiating on inherent
managerial policy matters and expanding the matters listed +to calculations of
structural balance and the design, terms or selection+ of a group insurance
plan; removing the exception for essential employees +from the prohibition on
arbitration relating to employer payment of premiums +for group insurance
coverage of retired employees; further restricting the +right of public
employees to strike based on the final offer; requiring public+ employer or
arbitrator structural balance calculations based on the uniform +costing
methodology before entering into collective bargaining contracts or +issuing
interest arbitration awards; repealing the school district +structurally
balanced budgets requirement relating to the approval of collective +bargaining
