E Providing for certain mental health services; requiring transition services to
young adults under the children's mental health act; providing for deficiency
funding of the adult mental health crisis housing assistance program;
authorizing the commissioner to implement certain state operated adult mental
health services to prevent inpatient hospitalization or to facilitate the
transition from hospital to community placement; providing for medical
assistance (MA) coverage for certain adult rehabilitative mental health services
provided in the home or community, specifying recipient eligibility, provider
entity standards, qualifications of provider staff, training and supervision and
personnel file maintenance requirements, diagnostic and functional assessment,
individual treatment plan and recipient file maintenance requirements and
certain excluded services; providing medical assistance coverage for certain
adult mental health crisis response services, specifying recipient eligibility,
provider entity standards, qualifications of mobile crisis intervention and
adult residential crisis stabilization staff, initial screening, crisis
assessment and mobile intervention treatment planning, crisis stabilization
services, supervision and recipient file maintenance requirements and excluded
services; providing medical assistance coverage for mental health case
management services provided by Indian health services or by agencies operated
by Indian tribes; providing a provider appeal process for denial of medical
assistance coverage for mental health services; providing medical assistance
coverage for provider travel time under certain conditions; authorizing medical
assistance and MinnesotaCare prepaid health plans to include coverage for adult
mental health rehabilitative and crisis response services after a certain date,
requiring a commissioner of human services report to the legislature by a
certain date on inclusion of the services in prepaid plans; requiring increased
revenue to be used for increased mental health services; specifying certain
county mental health services maintenance of effort requirements; requiring the
commissioner to conduct a comprehensive study of children's mental health
system, specifying certain consultation requirements, requiring the study to
include an assessment and evaluation of family services and mental health
collaboratives, requiring a report of findings and recommendations to the
