families and learning a basic level of service for adult basic education sites,
specifying certain basic service level requirements and requiring submittal of
basic service levels to the commissioner for approval; providing basic
population aid in addition to adult basic education aid for certain districts
under a certain population; requiring a commissioner report to the legislature
