E Relating to natural resources; changing the name of the youth corps program to
the Minnesota conservation corps program and eliminating the corps to career
community service program; modifying certain provisions relating to decorative
forest products; defining or redefining certain terms; expanding the restriction
on the removal or transport of decorative materials and eliminating the
authorized alternatives to possession of the written consent; modifying certain
inspection, investigation and transportation recordkeeping requirements;
providing for certain exceptions to the restrictions and requirements; requiring
a bough buyers permit from the commissioner of natural resources (DNR) to buy
more than a certain amount of boughs per year, fee, authorizing reduction of the
fee for attendance at an approved annual workshop or other orientation session
for balsam bough harvesters and buyers; specifying buying and recordkeeping
requirements; authorizing commissioner permits denial, modification, suspension
or revocation for cause; requiring crediting of permit fees to the special
revenue fund for costs associated with balsam bough educational programs for
harvesters and buyers; extending the repeal of the sustainable forest resources
program; requiring the commissioners of administration, transportation (DOT),
natural resources and revenue to work with the affected counties to study and
determine the percentage of revenue received from the unrefunded gasoline and
special fuel tax derived from gasoline and special fuel used for the operation
of motor vehicles on state forest roads and county forest access roads and
report by a certain date; requiring the commissioner of natural resources to
study the watershed impacts of the federal energy regulatory commission license
for the Whiteface reservoir dam in the St. Louis River system, specifying
certain study requirements and requiring a report to the legislature by a
certain date, requiring the commissioner to formally request the utility
operating the dam to seek an amendment to the license to implement the changes
necessary to reduce flood hazards under certain conditions (ra, ja)
