Authorizing and providing for inverse condemnation under eminent domain by mixed municipal solid waste services businesses under certain governmental entity market occupation conditions; authorizing actions in district court to compel local government units to commence condemnation proceedings upon determination of the governmental unit to provide mixed municipal solid waste services previously provided by the private market or to limit the number of private persons permitted to provide the services causing the discontinuation of the private services, excepting private mixed municipal solid waste services under contract with the local government unit
