to form a human service authority, limitations, establishing aid to counties;
specifying certain duties and eligibility requirements; providing for
membership, organization and administration; requiring the commissioner of human
services to provide certification for eligible multicounty or single county
human service authorities; specifying certain county duties; providing for
agreements and prescribing the procedure for certain assignments by the
commissioner; specifying certain duties of the commissioner relating to county
aid payments and transfer of payments for qualifying counties; requiring the
commissioner to convene a workgroup to develop and recommend certain
legislation, specifying certain workgroup membership requirements
