E Relating to natural resources; extending the expiration date for the youth
corps, iron range off-highway vehicle, game and fish fund citizen oversight and
the environment and natural resources trust fund advisory and the mineral
coordinating committees; authorizing the commissioner of natural resources (DNR)
to contract with federally recognized American tribal governments and the
Minnesota historical society for professional and maintenance services;
authorizing use of money in the snowmobile trails and enforcement account in the
natural resources fund for grants to local law enforcement agencies; clarifying
the authority of the commissioner to use certain fees and proceeds; expanding
the authority of the commissioner to adopt rules governing game and fish stamp
design contests; imposing a fee for the mailing of pictorial turkey or trout and
salmon stamps; clarifying certain stamp signature, validation and possession
provisions; providing for Indian conservation enforcement authorities upon
agreement by the commissioner, specifying certain requirements and providing for
jurisdiction; allowing local enforcement units to carry forward unspent
snowmobile safety enforcement grant money for identifiable snowmobile safety
activities, sunset; appropriating money to the commissioner for fisheries and
wildlife divisions programs and reducing the base appropriation for operations
