Establishing a pilot program to allow school districts in collaboration with public post-secondary institutions to offer undergraduate and graduate teacher training opportunities addressing the needs of different types of schools, students and teachers; specifying school district eligibility, requiring the program to place teacher education students in elementary and secondary classrooms; providing for participating school district teacher training model selection and for post-secondary and public school teacher exchanges; specifying the application process; providing for selection of program participants by the commissioner of children, families and learning, requiring the commissioner to provide start up costs to participating sites, limit; requiring participating post-secondary institutions to provide the instructional costs of teacher education students and authorizing the charging of student tuition; requiring the commissioner to contract with an independent qualified expert to evaluate the impact of the pilot program on teacher efficacy and student performance and report to the legislature by a certain date (ra)
