E Relating to recreation; modifying certain provisions rendered obsolete by the
electronic licensing system; eliminating the authority of the state auditor to
examine game and fish funds; eliminating the signature requirement for
off-highway motorcycle or vehicle, all-terrain vehicle or snowmobile
registration applications, requiring the signature on the registration card;
authorizing use of money in the snowmobile trails and enforcement account for
snowmobile and ATV DWI enforcement; clarifying certain snowmobile safety
training and certification requirements; imposing the responsibility for removal
of submerged vehicles on the owner of the vehicle, exceptions, specifying a time
limit for removal and certain reporting requirements, requiring removal by the
local government unit with jurisdiction over the body of water upon owner
failure to remove, subjecting the owner to a civil penalty; modifying certain
requirements for the licensing and titling of watercraft; requiring a signature
on the license in lieu of the application and eliminating the requirement for
consecutive renewal to retain the same license number; providing for the
recognition of certificates of title from other jurisdictions and modifying
certain watercraft description requirements; including sale of live animals
through auctions or brokers in valid game farm licensee sales; voiding game and
fish licenses of persons convicted of assisting in the illegal taking,
transportation or possession of wild animals as a hunting or angling guide;
creating an exception to the animal hide tanning or raw furs dressing license
requirement; authorizing the issuance of free angling or spearing licenses to
certain disabled senior citizens; expanding a certain provision allowing the
sale of inedible portions of game; clarifying the restriction on hunting from a
motor vehicle; modifying certain ice shelter identification requirements;
allowing hunting and fishing restrictions in aquatic management areas or on
lands with angling easements; repealing the prohibitions on fleeing a peace
officer on an off-highway motorcycle or vehicle (ra, ja)
