Hennepin County to test the methods for reducing the unnecessary use of
ambulances; specifying project requirements; providing for reimbursements for
certain transportation services utilized in the pilot project; providing for an
alternative transportation option; specifying certain tort liability for
participants; requiring the special transportation services along with the
ambulance services include data sharing guidelines in their contracts;
specifying certain consultation requirements; requiring a report to the
legislature by a certain date
