Providing for the recycling of cathode ray tubes; defining certain terms;
specifying certain labeling and registration requirements for the sale of CRT
devices after a certain date, requiring registration with the office of
environmental assistance, exemptions, authorizing partnering; requiring
registrant recycling, refurbishment or reuse programs, specifying certain
authorized methods and requiring participation in the household hazardous waste
collection program; prohibiting registrant charges for recycling, refurbishment
or reuse but authorizing an OEA registration fee; requiring an OEA web site or
toll free telephone number providing information about recycling, refurbishment
or reuse programs; prohibiting local government units from requiring households
to use the programs to the exclusion of other programs legally available;
specifying certain annual reporting requirements of registrants, certain duties
of the OEA and certain requirements for purchase of CRT devices by state
agencies, requiring the voiding of certain contracts; prohibiting more
restrictive OEA regulations than regulations adopted by the federal
environmental protection agency (EPA) and providing for automatic effectiveness
of certain federal regulations; providing for enforcement, authorizing the
imposition of civil liability; specifying certain program limits
