Establishing a school site pilot program to provide schools with more+ local
authority and flexibility in teaching and providing services to +students at
school sites; requiring the formation of school site decision making +teams,
specifying certain powers and duties of the teams and providing for +allocation
of revenue; authorizing certain contracts and the expenditure of +funds,
limiting duration of the contracts; providing for employees as +employees of the
school district for salary, benefits, seniority, retirement and other+ personnel
purposes, school site decision making teams to determine hiring or +transfers;
requiring team and school board preliminary reports to the +commissioner of
children, families and learning (CFL) and the legislature, specifying+ certain
report requirements, requiring the commissioner to evaluate the +effectiveness
of the program by a certain date after receiving final reports from +pilot
program participants and make recommendations to the legislature on +program
continuation (ra)
