Relating to telecommunications; regulating open video systems to +encourage
competition among cable services; exempting OVS operators authorized +by the
federal communications commission from certain other cable services +regulatory
provisions and from local franchise authority agreements; requiring +operators
to obtain certification to operate from the FCC; authorizing and +providing for
negotiation of operating agreements with local franchising +authorities for
public, educational and governmental (PEG) access channels and +providing for
subscriber access; requiring OVS operators to comply with certain +right-of-way
requirements, excepting the franchise requirement; subjecting +operators to a
gross revenue fee, authorizing indication on subscriber bills and +recovery from
programming providers on a proportional basis; providing for +application of the
regulatory provisions to existing operators (mk)
