Requiring the certification of licensed science teachers receiving +qualifying
scores on a certain test in areas other than the licensed science +content area
to teach in the other science content area, requiring the board of +teaching to
establish the qualifying score based on the average annual qualifying+ score in
other states administering the same test in the subject and the +teacher seeking
certification in another science content area to pay the costs of the+ test;
