Modifying provider surcharges for non-state-operated nursing home license
holders, non-government-owned hospitals, health maintenance organizations (HMO),
community integrated service networks (CISN) county-based plans, and
intermediate care facilities for the developmentally disabled (ICF/DD);
modifying the inpatient hospital payment system to conform to Medicare upper
payment limitations for rates and payments in excess; increasing the medical
assistance (MA) admissions payment rate for hospital inpatient services;
increasing the total payment to managed care plans under MA and the
MinnesotaCare for families with children plan
