E Imposing certain conditions on state acquisition of lands in counties with a
certain percentage of acreage in public ownership; requiring the commissioner of
natural resources (DNR) at the request of the county to recommend to the land
exchange board a sale or exchange of other property owned by the state to the
county meeting the requirements for a qualified transfer, defining qualified
transfer; requiring the land exchange board to review the recommendation, obtain
and consider the response of the affected county and approve, reject or amend
the recommendation, specifying a certain consideration requirement and certain
acquisition exemptions; requiring the county after qualified transfer to offer
the property for sale to potential property taxpayers, authorizing continued
income derivation, requiring remittal of sale proceeds or income to the state;
authorizing county waiver of the requirements (mk, ja)
