Reducing the special assessment rate for the workforce investment fund;
requiring the commissioner of economic security to establish a grant
distribution program to ensure the distribution of money from the fund to
employers, private industry, businesss and trade or professional associations to
develop employment and training programs for dislocated workers and persons
affected by plant closings; limiting the amount of the fund allowed to be
allocated for training assistance and support services; modifying the definition
of substate grantee under dislocated worker provisions; requiring the
commissioner to adopt accountability measures for use of money from the fund and
report to the legislature by a certain date (mk)
