Consolidating the Minnesota family investment program (MFIP) and the basic
sliding fee child care assistance programs; clarifying certain duties of the
commissioner of children, families and learning; modifying certain provisions
under the basic sliding fee program, modifying eligibility, specifying certain
authorized employment or job search activities participation requirements and
eliminating certain allocation and waiting list provisions; providing for the
determination of annual income for eligibility purposes; granting child care
assistance eligibility to certain low income families not meeting the authorized
activities requirements for post-secondary education or full time infant care;
limiting expenditures and requiring the forecasting and recognition of total
projected costs in the fund balance; eliminating the pool for the at home infant
child care program and specifying the date of eligibility for the program;
modifying and clarifying certain student eligibility provisions; increasing the
frequency of commissioner payments to counties and eliminating the limit on
advance payments; requiring the commissioner to withhold entire county payments
for noncompliance with child care fund plan requirements; requiring child care
assistance applicants and recipients to cooperate in establishment of paternity
and enforcement of child support obligations as a condition of program
eligibility; eliminating payment for transition year child care; specifying
certain headnote name change instructions to the revisor of statutes; repealing
the definition of transition year families, certain funding priority and
allocation and portability pool requirements under the basic sliding fee
program, the AFDC child care program, the reserve account for unexpended child
care funds and a certain provision regulating employment or training
