Requiring owners of certain large feedlots to furnish the pollution control
agency with evidence of financial ability to pay for environmental damages
resulting from the operation of the facility and to comply with the requirements
of closure upon abandonment of manure storage structures; requiring the PCA to
require certain sureties of evidence of financial ability, specifying amounts,
prohibiting the issuance of permits for the construction or operation of animal
feedlots to owners without adequate surety; requiring subsequent owners to
maintain the same level of surety as the original owner (mk)
