1E Relating to education

ARTICLE 1 - GENERAL EDUCATION

Modifying permanent
school fund reporting by commissioner of education to the permanent school fund
advisory committee and legislature and requiring state board of investment to
provide information on the maximized long term economic return of the permanent
school fun; allowing certain cooperating school districts and school districts
with agreements to commence before Labor Day; modifying the due date for audited
financial data conversion; modifying the school district definition for lease
purchase to include racially isolated school districts; removing a safe schools
levy district certification requirement

ARTICLE 2 - EDUCATION
EXCELLENCE

Requiring commissioner of education to align statewide science and
language arts assessments with state academic standards; allowing commissioner
to award state-funded competitive grants designed to create advanced placement
summer training institutes for secondary teachers; providing for public, charter
and private schools to award Minnesota world language proficiency certificates
or Minnesota world language proficiency high achievement certificates; requiring
statewide high school testing for mathematics and reading, stand-alone state
field testing participation, graduation assessment passage for students not
passing basic skills test and special education student resident district
placement decision participation opportunity; authorizing school districts to
establish alternative learning programs under certain conditions; modifying
online learning provider provisions; extending the expiration of the online
learning advisory council; modifying provisions relating to the charter school
advisory council; modifying provisions relating to organizations authorizing
charter schools; modifying provisions relating to aid payments to charter
schools; modifying provisions relating to special education and placement of a
pupil in another district; requiring commissioner to complete the appointments
to charter school advisory council by a certain date

ARTICLE 3 - SPECIAL
PROGRAMS

Modifying a parental notification time requirement for students in
limited English proficiency (LEP) programs, extending the state interagency
coordinating council expiration date, providing for state academies for the deaf
and blind trial placement, removing the cap on department of human services
(DHS) medical assistance (MA) special education costs school district
reimbursement

ARTICLE 4 - LIBRARIES

Allowing the advisory committee for
Minnesota braille and talking book library to conduct telephone or electronic
meetings; making terminology changes

ARTICLE 5 - SELF-SUFFICIENCY AND
LIFELONG LEARNING

Modifying the early childhood and family education (ECFE)
levy, school readiness program priority, school readiness program provider and
teacher requirements, adult basic education supplemental service grants,
defining the early learning system, providing a district school readiness
program rating, removing a commissioner of education community education youth
service program requirement and a school district reporting department
requirement and a department of public safety school and community advisory team
information and assistance requirement

ARTICLE 6 - STATE
AGENCIES

Authorizing commissioner of education to receive grants and gifts
administered by state and nongovernmental agencies

ARTICLE 7 - TECHNICAL
CORRECTIONS

Making statutory technical corrections with regard to educational
expectations, required academic standards, statewide testing and reporting
system, system accounting, interpreters (transliterators), independent school
district clerks, statutory operating debt, online learning parameters, charter
school audit reports, state academies for the deaf and blind board duties,
special education revenue, basic alternative teacher compensation aid and
district payments notification, modifying basic alternative teacher compensation
aid
