projects requiring the acquisition of real property by +eminent domain;
requiring the council to submit the final layout of the +project to the
governing body of the affected city as part of a report containing +supporting
data, specifying certain supporting data requirements; specifying +certain
public hearing and notice requirements and providing for governing +body
approval or disapproval of the layout, requiring resubmission of +significant
changes in the acquisition of real property from the final layout +approved to
the governing body for approval or disapproval of the changes; +establishing an
appeal board, specifying certain membership requirements and duties +and
