1E Requiring and providing for the commissioner of education to continue
implementation of the no child left behind act without interruption, requiring
nullification and revocation of implementation plans, contracts or agreements on
a certain date; requiring the commissioner to report to the legislature by a
certain date on the meeting of certain implementation conditions; requiring
legislative action to continue implementation after the nullification date
establishing satisfaction with the conditions, requiring the commissioner of
finance to annually certify and report to the legislature the amount of federal
revenue withheld due to implementation discontinuation upon failure of the
legislature to act; appropriating the amount of federal revenue withheld to the
commissioner of education for allocation purposes
