to the Minnesota financial crimes task force, requiring deposit in a special
account; eliminating the authority of motor vehicle dealers to retain a portion
of filing fees; reducing drivers license, instruction permit and Minnesota
identification (ID) card fees, requiring registrar collection of an additional
application fee, expanding the additional fee to motorized bicycle operator
permits and increasing the filing fee
