Establishing a one time debt service tuition rebate for public post-secondary
education students; requiring the board of trustees of the Minnesota state
colleges and universities (MnSCU) and requesting the board of regents of the
university of Minnesota to allocate the amount available for the rebate to the
respective campuses based on enrollment and to establish a process for rebating
the student share of debt service proportional to the credit based enrollment
status of the student; specifying certain allocation requirements of the
