not learning to read annually to the commissioner of education; prohibiting
student advancement to the next grade upon inability to read by the end of
second grade, requiring school student intervention and school intervention aid,
specifying aid formula; requiring early childhood family education (ECFE) and
school readiness programs to include learning experiences for children and
families promoting early literacy skills; appropriating money to the department
of education for reading intervention aid
