counties delivering correctional services to reduce state and county probation
officer caseload and workload overcrowding and to increase supervision of
individuals sentenced to probation; providing for full reimbursement for
probation officer benefits and support to counties qualifying for new probation
officers, limit; requiring the commissioner to distribute funds according to the
community corrections aid formula (ra)
