to the pollution control agency (PCA), specifying components of registration;
requiring a beverage container manufacturer registration fee and the creation of
a beverage container recycling account; requiring payments from the manufacturer
for each container sold; requiring registration fee and payments from foreign
manufacturers; authorizing the creation of refund centers; specifying certain
responsibilities of retailers, refund centers, container haulers, container
processors, and on-site sellers; specifying duties of the department of revenue;
