E Modifying certain provisions relating to the Minnesota comprehensive health
association; requiring the commissioner of employee relations (DOER) to provide
annual reports to the legislature describing the fiscal impact of self insured
hospital and medical plans offered under state or individual paid insurance and
benefits on MCHA; expanding the definition of contributing member to health
maintenance organizations (HMO) operated by local government units, the state
relating to state paid insurance benefits for employees and local government
units relating to self insurance plans; expanding payment received to federal
health care finance administration health care prepayment plan program payments
for accident and health insurance premiums consideration purposes; authorizing
renewal of the contract period without a competitive bidding process with the
approval of the commissioner of commerce and the consent of the association and
the writing carrier; requiring the commissioners of health, commerce, employee
relations and human services to report to the legislature by a certain date on a
plan for ongoing financial and programmatic participation in MCHA; appropriating
money to the commissioner of commerce for annual grants to MCHA to offset
certain contributor assessments and to the commissioner of health for an
actuarial and policy study of the feasibility and cost impact of establishing a
private insurance access pool for the individual health insurance market,
requiring a commissioner report and recommendations to the legislature by a
