child care development grants, requiring the use of a certain portion for
forgivable loans to providers seeking credit based training or training leading
to accreditation and the remainder for grants to assist in the establishment or
continuation of mentoring and training programs and apprenticeships for child
care center staff and family child care providers; requiring the department to
establish a temporary advisory committee of child care practitioners to assist
in making the grants (ra)
